OSHKOSH, Wis. (WFRV) – A federal grand jury issued an indictment alleging that a 43-year-old man from Oshkosh ’employed’ a minor to engage in and produce CSAM.
According to a release from the U.S. Attorney’s Office for the Eastern District of Wisconsin, on April 15, an indictement was issued against Bradley D. Hounsell, 43, of Oshkosh, saying Hounsell “attempted to and did employ a minor under the age of 18, to engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct” to deliver through the internet.

Authorities say that around November 4, 2023, and November 8, 2023, Hounsell is alleged to have “employed, used, persuaded, induced, enticed, and coerced a minor for the purpose transporting child pornography via the internet.”
If convicted, Hounsell faces a mandatory minimum sentence of 15 years’ imprisonment with a maximum sentence of 30 years. Hounsell may also be fined up to $250,000 and would be required to register as a sex offender under state and federal law.
The charge against Hounsell resulted from an investigation conducted by the FBI with the assistance of the Winnebago County Sheriff’s Office.

It was also part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.
